Taoiseach Enda Kenny has told a news conference in Dublin he is hopeful of reaching a deal on the EU's budget by the end of the week.
Mr Kenny was addressing members of the European Affairs Committees of member state parliaments.
With the Irish EU presidency finishing at the end of June, Mr Kenny said they "still have a deal to do this week".
However, he is hopeful of reaching agreement on the budget in time for the summit on Thursday and Friday.
