Government ministers will have to explain to the Taoiseach how their own departments can create jobs at a special Cabinet meeting focusing on the issue later this month.
Enda Kenny has told ministers that all departments must come up with creative schemes to help get people back to work.
Mr Kenny has said the issue of job creation cannot be left solely to Minister for Jobs, Enterprise and Innovation Richard Bruton.
He has told all 14 ministers that the meeting will have a particular focus on small and medium enterprises and the domestic economy.
The Taoiseach said he hopes ministers will refer to the process used in the Action Plan for Jobs, which is aimed at creating 100,000 jobs by 2016.
The plan, published last February, pledged to implement 270 measures to assist businesses and remove blockages to job creation.
