The amount of aid given by Europe to poorer countries has fallen for the first time in over a decade, according to a new report from global charity One.
Until now, the trend has been for Europe to move towards the United Nations target for aid which is two thirds of 1% of the income of rich countries.
Figures from One show that Irish aid dropped by 3% between 2010 and 2011.
Spain and Greece have made the biggest cuts.
One's Europe Executive Director Adrian Lovett said the amount of aid needed to reach targets is relatively low.
Anti-poverty campaign One was co-founded by U2 singer Bono.
