New limits on night time refuse collections are part of proposed new by-laws for Dublin city.

Collections outside the core shopping area would have to completed by 10pm instead of midnight at present.

Rubbish would not be allowed to be left out for collection any earlier than 6pm the day before.

The laws would also regulate the responsibility of householders and businesses for waste prior to collection requiring them to store it in a safe manner.

All waste containers, including bags, would have to identify the collector and be traceable to the person leaving them for collection.

There would also be on-the-spot fines of €75 for breaches of the regulations.

The draft laws will now go for public consultation.
