New figures show 118 companies got off the ground on an almost daily basis last month.
Vision-Net, the business and credit risk analyst, says just over 3,000 start-ups were recorded between the 1 and 26 of April.
2,000 of them were registered business names and 1,000 were company incorporations.
But the figures also show continuing weaknesses in the trading environment.
149 companies - or six each day - were declared insolvent last month.
