Met Éireann said there was between 15mm and 25mm of rain in places today.
It said the heaviest rainfall was in the greater Dublin area with parts of Wickow, Louth and Kildare worst affected.
AA Roadwatch said that there were some trees down and some spot flooding.
It said excess surface water and spot flooding was a problem on roads in Tralee, Co Kerry and Thurles, Co Tipperary and Newcastle West in Co Limerick.
Road conditions were difficult in Drogheda, Co Louth, in Tullamore, Co Offaly, and in Maynooth and Naas in Co Kildare.
Bus Éireann said it had no problems to report, while Iarnród Eireann said all trains operated on the network.
Earlier, there were delays of up to 20 minutes on some DART and Commuter services.
