The Cabinet has discussed proposals for Dáil reform to be introduced when the House returns from its summer recess in September.
Among the measures are changed sitting hours, and new procedures to allow TDs to raise topical issues during the sitting day, rather than waiting until the Adjournment Debate at the close of business.
Separately, Tipperary South TD Mattie McGrath says he and other Independents are being 'totally discriminated against' with the office space they have been given since the General Election.
Mr McGrath and a number of other Independents now have offices in the Department of Agriculture.
He said access hours are restricted and he has had to get army personnel to let him out on a number of occasions.
His former office was in the Leinster House complex where he had had office access up to midnight.
Mr McGrath said he resisted being moved to the Department of Agriculture, but was 'turfed out' after his office phones and computer were cut off.
That office is now occupied by a Fine Gael TD.
