The Ombudsman for the Defence Forces has said a quarter of complaints last year related to alleged inappropriate behaviour or bullying.

In her annual report, Paulyn Marrinan Quinn said she received 116 complaints in 2010, but none was related to sexual harassment.

Ms Quinn said she examined 105 of the complaints.

35% of them were about non-selection for promotion, 26% were about alleged inapprorpriate behaviour or bullying, 14% were about career-related administrative processes, 10% were about non-selection for a career post, 9% about maladministration and 6% about non-selection for overseas service.

38% of the cases were upheld or partially upheld, 6% were not upheld and the Ombudsman decided to discontinue the investigation in 56% of the cases.

27 of the 105 cases accepted for investigation came from one complainant and 94% of the individual complaints came from men.

There were no complaints about sexual harassment.

The Ombudsman said she hopes the Minister for Defence Alan Shatter will shorten the time for responding to her findings.

She also said the moratorium on public sector recruitment has meant it has not always been possible to remedy legitimate complaints.
