Further savings are going to have to be targeted in education to meet the savings target of €379m by 2014, according to Department of Finance briefing documents for the incoming Minister for Finance.

They state that the reforms agreed under the Croke Park Agreement, including the extra hour a week from teachers, will only deliver €39m, which is less than 0.5% of total current education spending.

The documents also estimate the value of the State's 25.11% stakeholding in Aer Lingus at around €140m (calculated on 15 February at €1.04 per share).

They say it is difficult to envisage proceeding with the breakup of the three State airports at Dublin, Cork and Shannon in the current business environment.

The Minister for Transport was due to make a decision on this in 2011.

On Tourism Culture and Sport, the briefing notes say that additional savings of €50m in current expenditure are sought by 2014.

The entire section on Arts and Culture has been redacted. The notes state that the Sports Capital Programme is now closed.

Elsewhere, the current targets for Overseas Development Aid are unsustainable in the current economic circumstances without major adjustments elsewhere in the budget, according to the documents.

In Budget 2011, Overseas Development Aid was set at €670m or 0.52% of GNP.

However, setting ODA at 0.7% of GNP would cost between €230m and €319m, depending on the growth forecast used. Further details are blacked out in the briefing notes.
