Dublin city councillors have voted to restrict the number of off-licences as part of the new development plan.
The motion to prohibit further expansion of alcohol outlets was proposed by Independent Cllr Cieran Perry.
It will ban any more off-licences ‘except where a compelling case can be made’.
It would also require any such application to include a map showing all existing off-licences within a 1km radius.
City officials had argued against the restriction, saying they had received a submission that it would slow down or inhibit the roll out of Tesco stores in the city area.
This submission also pointed to Retail Planning Guidelines that indicate planning authorities should avoid actions that would affect competition.
But councillors voted in favour of the motion, with Fine Gael Cllr Dr Bill Tormey quoting recent research showing that alcohol is more damaging than illegal drugs.
Fianna Fáil Cllr Mary Fitzgerald also said there is an over supply of off-licences and, as things stand, the council has no say in restricting their numbers.
This restriction will now be part of the 2011 to 2017 development plan, which will come into force in January.
