Palestinian authorities have said they would withdraw from planned peace talks if Israel announces any new settlement buildings in the West Bank.
The declaration comes a day after the announcement of Middle East peace talks in Washington early next month.
A partial moratorium on settlements, imposed by Israel last year, is due to come to an end on 26 September.
The US Secretary of State, Hillary Clinton, said direct peace talks between the Palestinian and Israeli leaders will open in Washington in two weeks' time.
She said the aim is to achieve a just and lasting peace within 12 months.
Palestinian and Israeli leaders welcomed the invitation and said they were committed to comprehensive talks.
The militant Palestinian group, Hamas, which controls Gaza, has already rejected the talks.
