The Chairman of the National Competitiveness Council, Dr Don Thornhill, has said that there can be no more pay-offs for increased productivity in the public service.
Dr Thornhill was speaking at the MacGill Summer School in Glenties, Co Donegal, on the topic of ‘providing cost effective, accountable and innovative public services’.
He said that there has to be zero tolerance of restrictive practices as they are a form of blackmail.
Dr Thornhill said that strengthening our public institutions has to be a priority and we should avoid monopoly provisions and provide choice where possible.
He also said there should be a legal requirement built in to public service legislation for regular and systematic external reviews.
