Changes are to be made to the way disabled parking permits are issued due to a significant increase in fraud.
The Department of Transport says applicants will be assessed on their level of mobility rather than their type of disability to qualify for a permit.
Doctors will no longer decide who is eligible; instead they will send a person's medical information to a decision-making body.
The changes will come into effect by the end of the year.
