An independent expert group says the current method of resource allocation in the Health Service undermines its policy objective.
The Expert Group on Resource Allocation and Financing in the Health Service today recommended a series of changes that could be made, including the introduction of a graduated primary care card to replace the medical card system.
Minister for Health Mary Harney said she would bring the report to the Government in September.

Sections of Galway hospital may be closed
The HSE West is believed to be considering the closure of several sections of Merlin Park Hospital in September.
It is understood a meeting has taken place with consultants at University Hospital Galway to discuss the move.
Early indications are that the unit for stroke victims is among the wards to be closed.
However, it is believed the dialysis unit and the two long-stay geriatric wards are to remain open.
All other medical procedures and operations are expected to be moved to UHG.
The Chairman of the HSE Regional Forum West, Cllr Pádraig Conneely, has expressed concern at the development.
He said figures obtained for University Hospital Galway and Merlin Park showed a budget over-run of €11m in the first four months of this year.
