The Governor of the Central Bank, Patrick Honohan, has come in for criticism from the Financial Services Consultative Consumer Panel.
The panel is the body with statutory responsibility for reviewing the performance of the Financial Regulator.
The panel has said it is very disappointed that the banking report by Professor Honohan did not refer to the panel's work in highlighting the Regulator's past failings.
The Chairman of the Financial Services Consultative Consumer Panel, Raymond O'Rourke, said it was never happy with the Regulator's response to issues relating to enforcement, mortgages and overcharging.
Mr O'Rourke also said that any committee of investigation into banks would need to address the issue of a blanket ban on naming financial institutions.
