One third of cases dealt with by the Defences Forces Ombudsman last year related to bullying or alleged inappropriate behaviour.
Ombudsman Paulyn Marrinan Quinn said the majority of cases dealt with procedures for promotion within the Defence Forces.
She dealt with 105 complaints in 2009, with 37 of those related to selection procedures for promotion and 31 related to bullying.
Ms Marrinan Quinn said as a result of her work over the last four years, there is now initial support for selection boards for promotions to use a marking system so that candidates can have an objective measure of their performance at interviews.
The Ombudsman said that enhanced systems for offering candidates feedback after interviews are being explored.
Ms Marrinan Quinn says the Minister for Defence and Military authorities are supportive of reviewing promotion appointment processes in order to allay fears of unfairness.
The Ombudsman has also drawn attention to the period of time it takes for the Minister for the Defence to respond to her reports.
She claims it took an average of 129 days for the Minister to respond to her reports, an increase of 40 days on the previous year.
