The President of the Irish Human Rights Commission has said that UN standards on housing are being breached at Dolphin House, Rialto, in Dublin.
Dr Maurice Manning made his comments following a meeting of residents at the flats complex organised by a newly-formed group, Rights in Action.
The group is campaigning to have living conditions at the Dublin Corporation flats improved.
Dr Manning said there are major health concerns as a result of the living conditions there.
He has said the Government should take responsibility for the issues involved and make a commitment that the problems at Dolphin House will be tackled within a specific timeframe.
Mr Manning said UN standards must be adhered to and action is needed from Government. He said the health of residents is at stake.
In a statement this afternoon Dublin City Council said it is anxious to work with the community at Dolphin House.
A spokesperson said despite lack of money being an issue, which is likely to be a problem for the foreseeable future, it paid for consultants to work with the community to come up with regeneration options.
The Council has said it will continue to work through the options to find solutions that are acceptable to the community and the Council and that are financially feasible to implement.
