The central executive committee of IMPACT has decided not to recommend acceptance of the proposed public service agreement.

The executive will decide the arrangements for a ballot of 55,000 members in the mainstream public service at its scheduled monthly meeting next week.

A spokesperson for IMPACT said that, after detailed consideration of the proposals, the central executive committee took the view that the proposals did not provide the certainty that its members had sought over pay, pensions and job security.

Later, an IMPACT spokesman said the decision of its central executive committee not to recommend acceptance of the proposed agreement on public sector pay and reform was ‘an indication that the deal lacks the kind of certainty public servants are looking for’.

Bernard Harbor stressed though that the impact of decision on the agreement wouldn't be known until the union's 55,000 members had their say.

They will now be balloted on the proposals and IMPACT expects a result by the middle of next month.

Taoiseach Brian Cowen said he was confident that the public service unions will recognise that the current deal on offer is the best that can be achieved, but members need time to reflect on the agreement and what it offers.

He said everyone needed to work together if there was to be a speedy national recovery.

He was speaking at the opening of an €11m visitors centre at Dublin’s Glasnevin cemetery.
