Health sector unions are meeting to discuss ways of escalating their ongoing industrial action protesting against pay cuts.
A ban on overtime will be considered by the unions although no final decision will be made until a meeting on Monday.
It is thought such a ban would have a particular effect on mental health services.
The Psychiatric Nurses Association have said they will be recommending that no overtime ban should be put in place at this time.
Phase two of the industrial action is due to begin on 1 March, phase three begins sometime in April.
The heath unions' meeting began at 4.30pm.
