No emergency fund for road repairs will be made available to local authorities following the recent severe weather.
Minister for Transport Noel Dempsey said local authorities will have to work within roads funding allocations that have already been agreed.
He made the comments as local authorities all over the country begin to assess the impact of the recent severe weather on the roads network.
Mr Dempsey says allocations to local authorities will be made before the end of the month and that an allocation of €400m has been agreed for roads spending.
He said local authorities are always advised to keep certain funds aside for weather-related spending.
Galway city this morning experienced the worst driving conditions since the beginning of the current spell of bad weather.
Freezing fog and icy roads resulted in two to three-hour delays for motorists attempting to get into the city.
Tailbacks of up to 10km and a number of minor accidents were reported on most approach roads.
A spokesman for Galway County Council said the cause of the major traffic disruption was a rapid drop in temperatures between 4am and 6am.
Engineers who examined all approach roads at 4am found them to be ice-free, but shortly afterwards conditions deteriorated rapidly.
Gritters, which had been on stand-by throughout the night, were brought into action shortly after 7am.
Elsewhere, conditions in Limerick city and county were described as treacherous following freezing conditions overnight.
Temperatures dropped to -3C last night and roads remain icy today.
There are similar conditions on the roads in Co Clare and motorists are being advised that although roads may seem dry, conditions can be very dangerous.
Elsewhere, a number of people have been injured after a minibus overturned near the Horse and Jockey in Co Tipperary this morning.
Gardaí say there were six people on board when the minibus overturned on icy roads at around 11.30am.
It is believed two of the injured were children, their injuries are not serious.
There is serious fog tonight in counties Cork, Laois, Monaghan, Tipperary,Westmeath, Wexford and Wicklow.
