The Environment Protection Agency and local authorities have seen a 50% rise in prosecutions.
The increase in prosecutions was undertaken between 2007 and 2008.
Most of the increased legal action related to waste matters.
The latest EPA report on enforcement says almost 70,000 environmental complaints were received by City and County Councils last year.
