The National Implementation Body has intervened in the dispute with Coca-Cola HBC over redundancies and outsourcing.
The NIB has recommended that a mediator, Gerry Durkan SC, be appointed to assist in resolving the row between Coca Cola and SIPTU.
130 SIPTU workers have been on strike for seven weeks.
The NIB noted that there were important areas of disagreement between the two sides which had resulted in the current impasse.
It urged the parties to remain committed to achieving a solution to the current dispute.
The NIB also noted the terms of a Labour Court Recommendation on the matter.
The Court's recommendation on severance terms - as well as possible talks on retaining some jobs - was rejected by the company, which claimed it would have cost 50% more than the company's offer.
