The ESRI has said a dramatic policy change is required if Ireland is going to have any chance of achieving EU targets to reduce greenhouse gases.
In a new report, the Institute has criticised recent Governments for paying far too little attention to climate change.
It also asserted that good measures have been blocked by sectoral interests.
