Speaking on the final day of the Labour Party conference in Mullingar, Mr Gilmore said the proposed 48% rate would apply to income over €100,000.

He also said the Labour Party would close all tax avoidance schemes.

Meanwhile, delegates have been debating a range of issues - including justice, transport, housing and the Lisbon Treaty.

The conference has heard sharp criticism of plans to cut jobs and buses at Dublin Bus and Bus Éireann.

Labour's Transport Spokesperson Tommy Broughan described the cuts of nearly 600 jobs and 300 buses as vicious.

Mr Broughan said they will hurt low income families, workers and senior citizens who depend on bus services.

The conference was critical of the Government’s failure to clarify the nature of guarantees received over the Lisbon Treaty.

It also supported calls for the establishment of a war crimes tribunal following the recent conflict in Gaza.

Fall for Labour in poll

Meanwhile, the Red C opinion poll published in today’s Sunday Business Post shows the Labour Party down five points to 17%.

Fianna Fáil is up 5% to 28%; Fine Gael is up one to 31%; the Green Party is up 1% to 7%; Sinn Féin is down 4% to 7%; and independents and others are up 2% to 10%.
