Zimbabwe opposition leader Morgan Tsvangirai has rejected the idea of a government of national unity.
Mr Tsvangirai said it would not reflect the will of the people or solve the country's problems.
The Movement for Democratic Change leader told reporters in Harare that his party should be recognised as the legitimate government of Zimbabwe.
President Robert Mugabe's officials said they were ready to negotiate after a call by African Union leaders for talks on ending the crisis.
The veteran president's swearing-in after his re-election in the 27 June run-off poll has drawn global condemnation.
A two-day AU summit, which had been divided over what to do about Zimbabwe, yesterday adopted a resolution calling for Mr Mugabe to enter negotiations with opposition leader Morgan Tsvangirai, who withdrew from the election because of violence.
