UN Secretary-General Ban Ki-moon has said Burma's leading general has agreed to allow all aid workers into the country to help the 2.4m survivors of cyclone Nargis.
Mr Ban, who is on a visit to Burma, made the announcement following talks with Senior General Than Shwe.
Earlier, Mr Ban said the disaster was beyond the capability of Burma, which is also known as Myanmar, to handle on its own.
The general also agreed to allow the country's main airport at Rangoon to be used as an international hub for aid distribution.
Than Shwe refused to take Mr Ban's phone calls after the cyclone hit three weeks ago.
He had previously refused to allow foreign aid workers to stage a full-scale relief effort after the storm left 133,000 people dead or missing.
