The Labour Party is launching a six-point plan which it says will re-focus and re-structure the Health Service Executive so that it can make significant changes to the delivery of health services.

Labour has described the HSE as a bureaucratic Frankenstein, which is failing to deliver health services effectively.

The six-point plan published today is entitled 'The Road to Recovery'.

It lists a series of measures which party leader Eamon Gilmore says will help restore confidence in the Health Service Executive.

Labour has accused Minister for Health Mary Harney of rushing the establishment of the HSE.

The party says one layer of administration was placed on more than 40 others in order to set-up the HSE.

Labour wants decision making to be in place at local level and the patient put at the centre of health service delivery.

The six-point plan also recommends that the Minister for Health and the Department of Health must be answerable to the Dáil for the actions of the HSE.

Jan O'Sullivan TD, Labour's Spokesperson on Health, said today that Mary Harney did not carry out necessary reforms before the HSE was setup.

She added that it was the Minister for Health's responsibility to fix the HSE and make it work for patients.
