The Garda Ombudsman Commission has received almost 3,000 complaints from the public, and some 300 referrals from the Garda Commissioner, in its first year of operation.
At the publication of its report today, the commission also said it had 750 investigations into allegations of criminal conduct which were ongoing, and nine files had been sent to the Director of Public Prosecutions.
The commission said it wants amendments to the Act which set it up. In particular, it said, the power to conduct preliminary inquiries to decide if a complaint should be deemed admissible.
Carmel Foley, one of the commission's members, said she hoped the large volume of material could be dealt with more quickly in the future.
