The group that represents beverage suppliers and manufacturers has called for tighter controls on the availability and sale of alcohol.
The Beverage Council of Ireland has also said the promotion of cheaply priced alcohol in supermarkets is leading to an 'irresponsible' amount of alcohol being purchased by some consumers.
The BCI's recommendations are contained in its submission to the Government's alcohol advisory group.
BCI Executive Director Bernard Murphy said there has been a significant increase in the number of supermarkets, convenience stores and petrol stations selling alcohol since 2003.
He said there is no restriction on price and volume-based promotional activity in such places. A bottle of beer, he says, now retails for as little as 75c in some outlets.
The BCI has recommended that many of the regulations which govern off-licences be applied to all places that sell alcohol.
