Western countries have said there is no further potential for a negotiated solution on the future political status of Kosovo.
It follows continued stalemate during a debate at the UN Security Council on the breakaway Serbian province.
The US and the European Union say the EU would now take the lead in charting Kosovo's future.
However Serbia, backed by Russia, has called on the Security Council to support further negotiations.
Moscow says any unilateral move to independence would break international law.
