The European Commission has outlined a plan to streamline immigration into the EU and encourage incentives to more skilled professionals.
The commission wants skilled migrants to be eligible for a so-called Blue Card which would make it easier to work in different EU countries.
To qualify a migrant would need an EU job contract of at least one year guaranteeing a salary of at least three times the minimum wage in the country concerned, plus health insurance.
The scheme has to be approved by all 27 member states.
