A US company has applied for fast track planning to build another incinerator in Co Dublin to compete with the proposed Poolbeg facility.
Energy Answers claim its plant on the N7 at Rathcoole would operate with the latest technology.
They also say it would not require a put or pay contract sought by other incinerator companies under which local authorities guarantee them income.
The US company has applied to An Bord Pleanála to have the N7 plan designated as an infrastructure project that would not require planning permission from the local authority.
A spokesman for the Department of the Environment said Minister John Gormley will not be commenting on individual cases.
