A survey carried out by Manpower Recruitment suggests only 15% of Irish employers expect to hire more staff in the next three months.
The weakest sectors are finance, insurance, real estate and business services. The strongest are transport, storage and communications.
The results are down 9% on the same period last year.
The report also shows that 4% of Irish employers expect to reduce their workforce this year.
