Midwives and nurses are continuing their meeting regarding the dispute over staffing levels at Cork University Maternity Hospital.
No ballot has yet being taken on a five-page document drawn up by Health Service Executive management.
Earlier, both sides failed to agree a set of proposals to be put to midwives and nurses to allow the opening of the hospital to go ahead tomorrow.
The new hospital was due to open last Saturday.
However, that was postponed after local midwives and nurses voted against transferring to the new facility.
The HSE has set tomorrow as the deadline for commissioning the maternity hospital and says if it does not open then, no further attempts will be made to open it this year.
