Democrats in the US Congress have proposed legislation requiring all American troops to leave Iraq by 2008.
Democrats, who took control of Congress four months ago, want to link the measure to the $100bn President George W Bush has requested for operations in Iraq and Afghanistan.
It is believed Mr Bush will veto the move, while the Republican minority leader, John Boehner, accused Democrats of undermining US troops.
