A study has found that community mental health facilities are failing to fully service the needs of their patients.
The research from the Mental Health Commission and the Health Research Board took place in three Health Service Executive areas.
951 residents at more than 100 residential facilities took part in the survey.
Many said they wanted to live in their own homes, have greater autonomy and participate more in the community.
The study found that community-based facilities are failing to achieve their aim of having recovery orientated services which increase integration with the community and give residents more control of their lives.
A third of the participants in the study were over 65 years of age, only 5% were in paid employment and the majority had been diagnosed with schizophrenia.
Recommendations focus on action in three key areas: the adoption of the philosophy of recovery, the creation of rehabilitation services and the future provision of housing.
