The Chief Executive of the Health Service Executive, Prof Brendan Drumm, says that the new children's hospital is to go ahead on the Mater Hospital site, despite the objections of Our Lady's Hospital in Crumlin and the National Children's Hospital in Tallaght.
Children's Hospitals had not always acted in the best interests of Children in the past according to Professor Drumm, and they could not be given the last word on the location of the new hospital.
Prof Drumm also said that the outline of services that would be provided in the hospital would be completed within the next 10 or 12 weeks.
He said that parents groups were keen to know what was proposed for the new hospital and he was keen to advance the project as quickly as possible.
Speaking to RTÉ News Professor Drumm said: "We certainly all agree that we have had sub-optimal services for the last 30 years ... and now when we go ahead and try to do something we have all of these disagreements ... Can we sit down and keep negotiating with people?
"We have to make a decision, that decision's been made ... now let's get on and do something that Irish children and their parents need.
Prof Drumm also said new measures are needed to ensure greater consistency in waiting times to see hospital consultants.
Speaking on RTÉ Radio's This Week, Mr Drumm said the HSE is willing to be flexible in talks with hospital consultants on the public/private patient ratio.
Finbarr Fitzpatrick of the Irish Hospital Consultants Association said consultants have been calling for flexibility in the delivery of the health services since 1999.
He said consultants were open to negotiation on the ratio between private and public patients.
