A developer has told the Mahon Tribunal that he did not ask Frank Dunlop to account for payments totaling £40,000 because he trusted his reputation.
The tribunal has heard that Brendan Hickey, managing director of Davy Hickey, gave Mr Dunlop £30,000 to make political donations following the success of the Citywest business park project.
The Tribunal heard Mr Hickey authorised a £10,000 payment to Mr Dunlop for unspecified expenses arising from the possible rezoning of the Baldoyle racecourse lands.
Mr Hickey said he could not remember the conversation that led to the £10,000 payment in 1992 in relation to Baldoyle and did not ask Mr Dunlop where the money went.
He also said he did not ask Mr Dunlop what politicians were paid donations for the 1991 and 1992 elections in relation to Citywest.
Under questioning, Mr Hickey admitted that those payments were listed as PR expenses in company accounts and Mr Dunlop's invoice for the 1992 payments said it was for 'strategic communications and education'.
Mr Hickey said he was not the person who did the accounts.
He said Mr Dunlop was paid the £10,000 in relation to Baldoyle to investigate if engineering problems with the site could be sorted out.
He said Mr Dunlop had an unprecedented reputation and saw no reason to question him.
Mr Dunlop says he may have used part of this £10,000 to pay bribes of £1,000 each to six councilors to support the Baldoyle rezoning.
