The Mahon Tribunal has heard that former lobbyist Frank Dunlop paid bribes to get rezoning for lands he part-owned on the site of the Baldoyle Racecourse in north Dublin.
Mr Dunlop claims to have made corrupt payments of £1,000 each to six councillors in an unsuccessful attempt to get housing development on 400 acres in 1993.
He also claims to have paid the late Liam Lawlor £25,000 and independent councillor John O'Halloran £5,000 in composite payments that included support for Baldoyle.
Opening the Baldoyle module, Des O'Neill SC said that Davy Hickey Properties, described as the property arm of Davy Stockbrokers, was also involved in Pennine Holdings, the consortium behind the rezoning.
But it was claimed it pulled because of the Greencore scandal when Davy Stockbrokers' directors were found to have controlled shares of the Irish Sugar Company after its sale on behalf of the Government.
Mr Dunlop received £10,000 from Brendan Hickey of Davy Hickey Properties in early 1992 and says he may have used it to pay seven councillors without Mr Hickey's knowledge.
But Mr O'Neill says it appears that Mr Hickey made the payment without establishing what it was for.
He said Mr Hickey and his partner David Shubotham were also directors of Citywest who got rezoning in March 1991 and paid a total of £30,000 to Mr Dunlop for political payments to politicians.
Mr O'Neill said it was not known why Mr Hickey chose to make payments through Mr Dunlop rather than directly himself.
He added that only one invoice was available and it was not clear why political donations were described as being for 'professional strategic communications and education'.
