A report featuring the views of teenagers has called for the age of consent to be the same for both boys and girls.
210 young people in Dublin, Cork, Sligo and Tullamore were consulted following the Supreme Court ruling on statutory rape in May.
The teenagers believe that boys should not be criminalised for engaging in consensual sex, even if the girl is under 17.
They also want to be free to engage in consensual sex as long as there is not more than a two-year age gap between the partners.
The Minister for Children, Brian Lenihan, said an Oireachtas committee will be looking at implementing an equal age of consent.
