The Israeli Prime Minister, Ehud Olmert, is expected to announce plans for an inquiry into the way the conflict with Hezbollah militants in southern Lebanon was conducted.
There has been wide-ranging criticism within Israel particularly from reservists and the families of those killed.
Meanwhile, four children have been wounded after an unexploded Israeli cluster bomb went off while they were playing with it in southern Lebanon.
One of the children, a five-year-old boy, is said to be in a critical condition.
The United Nations has confirmed that 288 Israeli cluster bombs across the south of Lebanon have killed 12 people since 14 August when a truce between Israel and Hezbollah.
Yesterday the US State Department began an investigation into whether Israel violated agreements with the US by using cluster bombs in civilian areas in Lebanon.
Meanwhile, the leader of Hezbollah, Sheikh Hassan Nasrallah, has said he would not have ordered the capture of two Israeli soldiers if he had known the impact it would have had on Lebanon.
In an interview on Lebanese television, Sheikh Nasrallah said negotiations for a possible prisoner swap with Israel are taking place.
