Taxi unions say up to 95% of taxi drivers in the main urban centres around the country are taking part in a 24-hour work stoppage.
The strike action between 5am today and 5am tomorrow is over plans to ban airport pick up and luggage charges.
Pickets were placed at taxi ranks in the action, which is being backed by the Irish Taxi Drivers' Federation, the NTDU and SIPTU.
Dublin Airport has been worst hit by the stoppage with bus services struggling to cope with passenger numbers.
Tommy Gorman, President of the NTDU, has described the stoppage as 'very successful'.
He added that the union had received communication this morning from the Commissioner for Taxi Regulation, Ger Deering, offering further talks.
However, Mr Gorman said the union believes further talks are pointless unless the regulator is willing to alter his plans.
The unions claim Mr Deering has failed to recognise their members' concerns over the reforms.
Mr Deering earlier said that a significant number of taxi drivers would be working today.
