The number of complaints against companies involved in financial services has risen sharply.
The Financial Services Ombudsman, Joe Meade, in his report out today, said he had received some 2,600 complaints from 1 April to 31 December last year.
Mr Meade said he found in favour of 50% of the complaints that were investigated while others were either settled amicably by mediation or not upheld.
He expressed concern about travel agents and tour operators selling holiday cover.
The ombudsman's office cannot investigate such complaints, but suggests the establishment of a code of practice covering this area.
He also noted that alleged mis-selling of endowment mortgages in the late 1980s/early 1990s might not be investigated.
The ombudsman also urged that all of An Post's financial services should come under his remit.
