The former Minister for the Environment, Padraig Flynn, has denied that he discussed rezoning with the developer, the late Phil Monahan.

Mr Flynn told the Mahon Tribunal that three meetings recorded in diaries between himself and Mr Monahan from 1989 to 1991 were courtesy visits and he could not recall what was discussed.

But an internal department memo shows officials preparing material to brief Mr Flynn in December 1990 for a meeting with Mr Monahan about the rezoning of lands.
