The Morris Tribunal which is investigating allegations of garda corruption in Donegal has found that internal discipline has been severely undermined within the Garda Síochána.
The tribunal, chaired by Mr Justice Frederick Morris, says current garda disciplinary regulations need to be replaced by a new, less complex approach which must be swift and fair, with a simple appeal process.
The criticisms of the gardaí are contained in the tribunal's latest reports which relate to modules three, four and five of the inquiry.
The reports cover the Burnfoot gun-planting and arrest module, the module into Bernard Conlon's role as a garda agent and the Ardara bomb discovery and arrest module.
The Government has decided to publish part of these reports today and is applying to the High Court for directions in relation to the publication of the remainder.
The Minister for Justice, Michael McDowell, says he is drawing up a new disciplinary code for the gardaí which will be published in the next six weeks.
