The European Union has broken off talks on closer ties with Serbia over its failure to arrest the war crimes suspect Ratko Mladic.
Serbian Deputy Prime Minister Miroljub Labus resigned after the announcement, saying the government's failure to arrest Mr Mladic was a betrayal of the Serbian people.
Mr Labus had led the Serbian delegation in talks with the EU.
Mr Mladic, who led the Bosnian Serb army in the 1990s, is accused of genocide in the Srebrenica massacre of 8,000 Bosnian Muslims in 1995.
The deadline set by the EU for Mr Mladic's arrest expired on Sunday.
The EU wants the former Bosnian Serb military commander extradited before advancing Serbia's hopes of eventual EU membership.
The European Enlargement Commissioner, Olli Rehn, confirmed the decision to halt the negotiations with Serbia after being briefed by telephone by chief UN war crimes prosecutor Carla del Ponte.
Ms del Ponte said later she had been misled by Serbian assurances he would be handed over.
