An architect employed to design access for rezoned land in north Dublin said he was unaware that local councillor Anne Devitt was working on the scheme as a consultant.
Tim Rowe of Pilgrim Ltd told the Mahon Tribunal that he designed the access for lands at Lissenhall near Swords through neighbouring health board lands.
He forwarded copies of correspondence with the Northern Area Health Board to Cllr Anne Devitt (FG) who was also chairwoman of the board and to former councillor the late Cyril Gallagher (FF), chairman of Fingal County Council, because they were supportive of the project.
Mr Rowe said he was surprised to hear afterwards that Ms Devitt was also acting as a consultant for his client, builder Joe Moran.
Mr Gallagher and Ms Devitt had signed the original motion to rezone the Lissenhall lands for industry in 1993.
Lobbyist Frank Dunlop said he was acting on behalf of the landowners Rayband Ltd when he paid £1,000 each to three councillors - Mr Gallagher, the late Tom Hand (FG) and Tony Fox (FF).
Earlier Mr Fox, who is a member of Dún Laoghaire-Rathdown County Council, described Mr Dunlop's allegations as 'outrageous'.
And he said he had no recollection of ever discussing rezonings with Mr Dunlop that year despite records of seven telephone messages.
Mr Fox said it would be 'terrible' for a councillor to accept a bribe but it would be 'normal' to accept a donation at election time.
He said the largest donation he had received was £1,000 from Monarch Properties but insisted he had never received any money from Mr Dunlop.
