The Garda Commissioner, Noel Conroy, has said he is very disappointed that members of the Gardaí in Donegal mistreated and abused two women in custody.
He was speaking following a Special Constabulary conference in Chester in Northwest England.
However, Mr Conroy insisted that such behaviour is not common and there have been major changes and are more safeguards for people detained for questioning.
