A former Labour Party councillor has denied receiving bribes totalling £5,000 in connection with the Dublin development plan.

John O'Halloran told the Mahon Tribunal that he received an unsolicited election donation of £500 from lobbyist Frank Dunlop outside council offices sometime between 1991 and 1993.

And he received £2,500 towards a 1996 by-election from Mr Dunlop which he had requested.

But he denied receiving bribes totalling £5,000 between 1990 and 1993 and that these included a payment for the Ballycullen rezoning.

Mr O'Halloran said he did not meet Mr Dunlop in connection with that rezoning and was not present at the vote.

He also denied receiving the amount of £3,000 from landowner Chris Jones in 1992 for a charity walk.

Earlier at the tribunal, a Fine Gael councillor who had denied receiving a £1,000 payment from a land developer has now said he cannot remember.

Michael Joseph Cosgrave told the tribunal that he never met Mr Jones in his life and initially denied receiving £1,000 from him.

But reminded that he had previously forgotten a separate £1,000 payment from Ballymore Homes, Mr Cosgrave said he ‘failed to recollect’ any payment from Mr Jones.

Mr Cosgrave said records of cash lodgements could be explained by the fact he used to cash his Dáil salary and council expenses and put them into an account.
