Survivors of the Egyptian ferry disaster are demanding to know why rescue services were not alerted when a fire started on board.
The Egyptian authorities initially said bad weather had caused the 36-year-old vessel to sink in the Red Sea.
More than 350 people have been pulled to safety from the sea but over 1,000 more are still missing.
Relatives of those missing have clashed with police in the Egyptian port of Safaga.
Some threw rocks and stones at police who used sticks and tear gas to try to restore order.
The Egyptian Transport Minister, Mohammed Mansour, who is overseeing the rescue efforts, said high winds hampered efforts to bring the fire under control.
Nearly all the passengers were Egyptians, many returning from the Hajj pilgrimage in Mecca.
